QOF pros and cons – can you live without it?

QOF is a useful way to generate income, but does it always also generate improved outcomes?

While QOF is good for data recording and for research purposes, what use is it when there is a mismatch between what is recorded and patient outcomes? Or when patients referred for pulmonary rehabilitation do not attend? Or when patients who are recorded as having received self-management plans have not?
